Well, “sues” is not exactly accurate here. Spotify, Amazon (and Google too) have filed a notice of appeal from a decision of the Copyright Review Board that increased royalties 44%. The decision was reported here:

Is this a good decision? I dunno, but I do know that last month Spotify finally became profitable after 13 years. A complex issue for sure.
