Yes, in the UK singles and albums were perceived as two separate markets. Quora sez:

In the US, the expectation was that hit singles should be included on albums, but in the UK, the perception was different. I’ve generally heard this attributed to the comparative wealth of the two countries. In the US, people had enough money that they didn’t mind the idea of buying an album that duplicated songs they’d already bought on a single—they’d even perceive it as good to have the song in the context of an album. But British record buyers were more frugal, and wanted more value for their money. This also led to UK albums typically having 14 songs, while American albums of the era usually only had about 11.
